The Democratic House Majority Leader, Nancy Pelosi has proposed change to a procedure that has not been touched since 1822: the Motion to Recommit (in the link, look for the Germaneness Rule- 5 down). This would in effect undermine the Republicans, the minority party. This appears to be retaliation for the vote on the troop funding bill. In protest, the Republicans are staging procedural motions every half hour.
