A cash payout has been made available to all who will take up the offer in Western India. The rule is simple: Delay having children for 2 years. The prize: 5,000 rupees ($125). Authorities are calling this the second honeymoon package and it is aimed at delaying the birth of children as to help control the population explosion. India is slated to overtake China in population by 2025.
