I think are electoral system is fine. Your last question addresses the problem. Young people don't take it seriously. Probably because they are not paying taxes and don't have much responsibility.
As that famous quote by Churchhill says (and I will paraphrase) "if you are young and not a liberal you don't have a heart, if you are mature and not a conservative you don't have a brain" sorry if I messed that up, just going off memory.
I agree and yes I am considered "young". But I am VERY patriotic and care about people not caring. They don't know how good they have it.
